Beer-Viable but Teece-Dead: The Viable System Model as the Wiring Diagram of Dynamic Capabilities
Purpose: Beer's Viable System Model and the Dynamic Capabilities framework are usually treated as unrelated literatures. They were born closer than either community remembers: Beer held adjunct professorships at the Wharton School from 1972 to 1987, a window containing Teece's Pennsylvania doctorate (1975). This paper argues the two frameworks sit on orthogonal axes — VSM a theory of organizational cybernetics, dynamic capabilities a theory of strategic adaptation — and that each supplies precisely what the other lacks. Methods: Conceptual synthesis, supported by a production implementation. We map sensing to S4, seizing to S3 decision under S5 policy, and transforming to the recursive reconfiguration of all five systems audited by S3*; we show Beer's recursion principle is the missing scaling theorem of dynamic capabilities, and the algedonic channel its missing emergency primitive. Findings: A firm can be Beer-viable and Teece-dead — operationally sound while losing every race — but cannot be Teece-strong without being Beer-viable. AI removes the constraint that stopped Beer: microfoundations can now be encoded, composed, and audited as executable primitives, with requisite variety measured rather than asserted. We report evidence from a production implementation, including the first computational realisation of Beer's Team Syntegrity. Implications: The theory of the firm should be stated in three jointly necessary layers — transaction-cost, capability, and cybernetic. Beer's revival may be one of the quiet intellectual stories of the AI era; his centenary is the moment to make it loud. Speaker: David J. Teece — University of California, Berkeley
